Who signs

The petitioner, always — plus a joint sponsor when the petitioner’s income falls short. Both sign the same enforceable contract.

What counts

Income at or above the guideline for the household size, counted by the form’s rules — the most recent tax return plus current proof.
Assets can fill a gap, valued under their own formula.

What it means

A contract with the government that lasts until citizenship, 40 quarters of work, or the other ends the law sets — real, not a formality.
